This measure repealed and amended an earlier piece of legislation that caused much concern among many members of the nonprofit community, as the latter would have prematurely enacted a little-known service fee and additional property taxes against all property-owning nonprofits within the city. With little notice, and in a difficult economic environment, Richmond area nonprofits could have been collectively assessed up to $800,000 in these service fees without having the time to prepare for - or argue against - such a fiscal incursion. Fortunately, the Council went so far as to move the Ordinance to the consent agenda, meaning that, given the untimely nature of the service fees and the public support of the Ordinance, the measure was now considered non-controversial and it therefore passed by a simple roll call. While this is certainly a relief for the Richmond nonprofit community, the Ordinance will only be in effect for this year. The Council's Finance Committee will be meeting sometime this summer to revisit the issue of service fees and at that time they may decide to re-instate the service fees in one form or another. The meeting is likely to occur sometime in June or July. At this point, we should all be thinking about how to deal with the possibility of having service fees assessed on our properties in the following year and what arguments we can make this summer to avoid that possible outcome. In-Reply-To: References: Message-ID: Greetings All, With the passage of Ordinance 2009-30, the City Assessor no longer has the authority to enforce the service fees against property-owning nonprofits. However, as City budget discussions have progressed, the focus has moved away from forming a nonprofit task force to closely examine this issue of service fees. Therefore, when the public hearings on the budget occur at 6:00pm on May 4th in City Council chambers, it is absolutely essential that we, as a crucial sector to the state and the diverse constituents we service, come together to strongly urge the Council to honor the Finance Committee's recommendation that the issue receive further review to determine the impact of the fee. Furthermore, VANNO argues that the language of the state code itself prohibits any such charges against charitable organizations. VANNO will be at the hearings on May 4th to make these arguments, but it is imperative that we have a strong showing from the nonprofit community. In order to speak, you need to call 804-646-7955 and sign up with the City Clerk. Please mark this date off on your calendars and make sure to be there to make the case as to how this fee will limit your organization's ability to provide the services and benefits that the City's citizens and public officials have come to expect. "For those thinking about buying a new car this year, this deduction may give them a little more drive to make their purchase this year," said IRS Commissioner Doug Shulman. "This deduction enables taxpayers to buy now and get cash back later on their tax returns." The deduction is limited to the state and local sales and excise taxes paid on up to $49,500 of the purchase price of a qualified new car, light truck, motor home or motorcycle. The amount of the deduction is phased out for taxpayers whose modified adjusted gross income is between $125,000 and $135,000 for individual filers and between $250,000 and $260,000 for joint filers. IRS also alerted taxpayers that the vehicle must be purchased after Feb. 16, 2009, and before Jan. 1, 2010, to qualify for the deduction. The special deduction is available regardless of whether a taxpayer itemizes deductions on their return. The IRS reminded taxpayers the deduction may not be taken on 2008 tax returns.
