Charges per affected organization could reach tens of thousands of dollars with the purpose of generating an estimated $800,000 in annual revenue for the city. Such great costs would greatly impact organizations and could cripple operating budgets, thus affecting critical services that both residents and the city government have come to expect from the nonprofit sector. In opposition to this measure, Ordinance 2009-30 has been introduced, which will repeal and replace the section of the Code which the City Assessor is relying on to enforce the service fees. The Richmond City Council Finance Committee will be reviewing the measure on March 19, with the full Council voting on April 13.
