[Preservation] Voting: Message from A.C.O.R.N. Board

A.C.O.R.N. believes in the conservation and preservation of Richmond's
oldest neighborhoods is vital to the overall health of Richmond. Thus,
the proposed amendment to the Constitution of Virginia needs to be
seriously considered.
Proposed amendment #3 says:
Shall Section 6 of Article X of the Constitution of Virginia be
amended to authorize legislation to permit localities to provide a
partial exemption from real property taxes for real estate with
_/*new structures*/_ and improvements in conservation,
redevelopment, or rehabilitation areas?

In response to this proposed amendment, A.C.O.R.N. recommends a NO vote
for Ballot Question #3. It is felt that this proposed change
discourages renovation / preservation and potentially places increased
tax burden on existing homeowners.
