All a taxpayer has to do is update his or her address once. The IRS will then send out all checks due. It is crucial that taxpayers who may be due a stimulus check update their addresses with the IRS by Nov. 28, 2008. By law, economic stimulus checks must be sent out by Dec. 31 of this year. The undeliverable economic stimulus checks average $583. Taxpayers can update their addresses with the "Where's My Refund? " tool on IRS.gov. It enables taxpayers to check the status of their refunds. A taxpayer must submit his or her social security number, filing status and amount of refund shown on their 2007 return. The tool will provide the status of their refund and in some cases provide instructions on how to resolve delivery problems. Taxpayers checking on a refund over the phone will be given instructions on how to update their addresses. Taxpayers can access a telephone version of "Where's My Refund?" by calling 1-800-829-1954. The Act allows taxpayers to exclude from income certain canceled debt on their principal residences. The new law includes important provisions for struggling homeowners whose home has been foreclosed or terms of mortgage modified. These provisions apply to qualified debt forgiven in 2007, 2008 or 2009. Borrowers whose debt is reduced or eliminated receive a Form 1099-C, Cancellation of Debt, from their lender. Form 1099-C, box 2 will show the amount of debt forgiven or canceled. In order for debt to qualify for this Cancellation of Debt exclusion, the debt must have been used to buy, build or substantially improve the taxpayer's principal residence and must have been secured by that residence. Debt used to refinance a principal residence is also eligible for the exclusion, but only up to the amount of the old mortgage principal, just before the refinancing, would have qualified. Following its meeting, the Board will release a Request for Proposals (RFP) supporting its mission of systems change, capacity-building, and related advocacy to expand and improve services for individuals with disabilities. This year's RFP will be less prescriptive than in past years, and the Board hopes that it will result in a more robust and diverse competition. The following are HIGHLIGHTS of the changes to the RFP process: --- The RFP will identify objectives from the Board's 2007-2011 State Plan on which it wishes to focus for the 2009 grant cycle. The objectives are related to specific recommendations from the 2008 Biennial Assessment of Disability Services System in Virginia that the Board identified as priorities for 2009. --- The Board will not set forth specific projects and, therefore, will not have a set, pre-determined number of grants to be awarded. Rather, the Board will identify the total amount of funds available for grants and will provide a minimum and maximum award amount for projects to begin during the second half of 2009 and continue for 12 to 24 months. --- Applying for grant funds is now a TWO-STEP PROCESS: --- STEP ONE: Submission of a Letter of Interest (LOI). --- The applicant will select one or more State Plan objectives on which to develop a grant project and will briefly describe the project's goal, activities, and outcomes. --- A grant review team comprised of Board members will select those LOIs that best further the Board's goals and objectives. --- STEP TWO: Submission of a Proposal, if selected. --- No one may submit a proposal without having first submitted a LOI. --- The remainder of the process is essentially the same as in past years with submission of a proposal narrative, budget narrative, budget forms, and quarterly activity timeline and budget projection. These organizations have also developed a proposal to reform Central Virginia Training Center (CVTC), located in Amherst County near Lynchburg. CVTC is the largest of the state's five residential institutions for individuals with intellectual and developmental disabilities. Virginia's 2009 State Budget designated $43 million for the rebuilding and renovation of Central Virginia Training Center, and the Alliance proposes that these capital outlay funds be used to create community-based housing for the men and women currently residing in the Training Center. The meeting begins with dinner at 6 pm at the Glenns Campus of Rappahannock Community College in the Board Room. The purpose of these mini-grant funds are for local youth serving groups and/or agencies in the counties of Essex, Gloucester, King & Queen, King William, Lancaster, Mathews, Middlesex, Northumberland, Richmond, and Westmoreland to implement specific environmental strategies that further the RVUC mission. This round of funding should be sought by any youth serving community group that would like to address alcohol, tobacco, and other drugs (ATOD) within their community. Environmental Strategies set up or change written or unwritten community standards, codes, and attitudes-influencing incidence and prevalence of ATOD problems in the general population. Included are laws to restrict availability and access, price increases, social norms marketing, and community-wide activities. If an additional 30-day public comment period is not required, then the Virginia Department of Education will have the regulations published in the Virginia Register, which then initiates the 30-day adoption period. Earlier this month, the Virginia Coalition for Students with Disabilities submitted a letter to Governor Kaine expressing further comments on the revisions to the regulations. (The Virginia Board for People with Disabilities is a member in the Coalition, has participated in drafting its comments, and is one of the more than thirty organizations joining in the letter to the Governor.)
